In the event of the loss of a passport or KWPN registration certificate, you can apply for a duplicate. The application form can be completed online. After submitting the form, you will receive an e-mail explaining the procedure. This e-mail must be printed and sent to the KWPN office together with all the required documents.

Required Documents for a Duplicate Passport

For a duplicate passport application, we kindly ask you to provide the following:

  • A veterinarian’s statement confirming the reading of the microchip and verification of the markings (written description and drawn diagram). This statement may not be older than seven working days.
  • The completed questionnaire.
  • Photographs of both sides of the horse, the head and the back of the legs.
  • A small sample of pulled mane hairs (including the roots) in a hair envelope (for possible DNA testing).
  • The purchase agreement (if available).
  • Any original documents (registration certificate or passport) that are still in your possession.

Once a complete application has been received, the procedure takes a maximum of four weeks.

EU Legislation

EU Regulation 2021/963 has also introduced changes regarding the issuance of duplicate passports. According to Article 25(2) of this regulation, a duplicate passport must always be issued by the organisation that issued the original passport. This also applies to foreign horses.

For example, if a duplicate passport is requested for a horse with an Irish passport, the application must be forwarded to the issuing authority in Ireland. That authority will issue the duplicate passport and may send it to the PPI in the Netherlands where the application was submitted. The Dutch PPI will register the passport with the RVO and send it to the applicant. The same procedure applies to Dutch horses residing in another EU country.
