A passport is only valid if it has been issued by a passport issuing organisation recognised by the Netherlands Enterprise Agency (RVO). Not all studbooks are recognised, so if you are purchasing a horse, check in advance whether it has a valid passport.
Never Buy a Horse Without a Valid Passport
Never buy a horse without a valid passport. Make sure that the passport is handed over at the same time as the horse. Immediately check whether the microchip number in the passport matches the microchip number of the horse. You can also look up the horse in the KWPN Database to verify that the details correspond.
Prohibition on Keeping Horses Without a Passport
It is prohibited to keep a horse aged nine months or older without a passport and microchip. If you transport or stable a horse, you are considered the keeper. This applies, for example, to traders and boarding stables. In that case, you are in violation of the regulations, even if you are not the owner.

A horse may not be transported, slaughtered or exported without a passport.
Do Not Make Changes Yourself
Never make changes to the passport yourself, as this will render it invalid. Even perforator holes in the passport will invalidate the document. A name change for the horse can be requested by sending the horse passport and the registration certificate to the KWPN office together with the proposed new name. The initial letter of the name must remain the same and the horse must not yet have any offspring registered with the KWPN.
