In Chapter II of the passport (‘Medical Treatments’), an authorised person (veterinarian) or institution (passport issuing organisation) can indicate whether the horse is intended for slaughter for human consumption.

Please note:

  • If this section is left blank, the horse is automatically intended for slaughter.
  • An exclusion from slaughter cannot be reversed.
  • You may not make any changes to the passport yourself, as this will render the passport invalid.

Full Passport (Vaccination Pages Filled)

When the vaccination pages are full, you can apply for a continuation passport (duplicate).

  • The KWPN will invalidate the original passport and issue a duplicate.
  • Both documents will be returned to preserve the vaccination records.
  • The issuance of a duplicate passport means that the horse can no longer be presented for slaughter for human consumption.

After submitting the application, please send the confirmation e-mail you receive, together with the full passport and photographs of the horse from both sides and a front view of the head, to the KWPN.

Costs

The costs for replacing a full passport can be found in the fee schedule under ‘Passport Registration - Application for a Continuation Passport’.

Since the introduction of EU Regulation 2021/963, it is no longer permitted to exclude a horse from slaughter at the request of the keeper. Exclusion now only occurs in the following cases:

  • a passport application submitted too late;
  • the issuance of a duplicate passport;
  • medical reasons.
